Implementation of international standards of social and labor human rights into the domestic legislation of the Republic of Kazakhstan

From the date of signing, that is, from January 13, 1998, the Agreement on cooperation between the Government and IOM entered into force. The main tasks of IOM in Kazakhstan are: to prevent illegal migration, human trafficking and drug trafficking through enhanced control and inspection on the southern border of Kazakhstan, as well as informing migrants about their rights and obligations; to contribute to the further development of migration policy (regulation of labor migration, development of migration policy taking into account demographic realities and the needs of a developing economy); to contribute to the implementation of the migration policy of the Republic of Kazakhstan; to support efforts to bring migration laws in line with the Constitution and international standards; promote successful integration of immigrants; increase the likelihood of preventing, protecting and prosecuting the human trafficking; to promote respect for the rights of migrants through the provision of free legal aid and assistance to migrants in difficult situations with the possibility of voluntary return. The institutional system for ensuring social and labor human rights acts as an organizational infrastructure in this mechanism, which determines the actual parameters of the interaction of international and national law, which find their differentiation in domestic law. The institutional system includes a set of institutions that ensure, on the one hand, the observance by States of their international obligations in the social and labor sphere, on the other – through law-making – the creation and consolidation of the relevant generally recognized standards, the main external form of the institutions in question are international organizations and bodies that have the property of supranationality.
